Dr. Rick A. Bright an American doctor and the acting Director of the Biomedical Advanced Research and Development Authority (BARDA). Dr. He previously worked as Director of the Influenza and Emerging Infectious Diseases Division in the BARDA where he was in charge of preparing the nation for influenza pandemics and coordinating production. Dr. Bright was replaced by Dr. Gary Disbrow his former assistant.

Bright is the former director of a crucial federal office charged with developing countermeasures to infectious diseases, will testify before Congress on Thursday, 14th May 2020, that the US will face “unprecedented illness and fatalities” without additional preparations to curb the coronavirus pandemic.

“Our window of opportunity is closing,” Bright is expected to testify, according to his prepared remarks provided to Media channels. He further said, “Without clear planning and implementation … 2020 will be (the) darkest winter in modern history.”

He publicly advise the federal government to increase its response, just a week after filing a whistleblower complaint alleging he was fired from his office leading the Biomedical Advanced Research and Development Authority for opposing the use of a drug frequently endorsed by President Donald Trump as a potential coronavirus treatment.

His testimony is part of the second high-profile congressional hearing this week where the Donald Trump administration’s response to Covid-19 pandemic — and the President’s actions — are under public scrutiny. And this time, the Democrats are in control.

Dr. Bright joined BARDA in 2010 to lead the BARDA Influenza Division International Program, supporting programs to build and improve global capacity for influenza vaccine production and evaluation in developing countries.

Dr. Bright serves as an international expert on influenza, vaccines, and therapeutics development. He has also served as an advisor to the World Health Organization and the US Department of Defense. Dr. Bright began his career in influenza vaccine and therapeutics development at the U.S. Centers for Disease Control and Prevention, Influenza Division.

At the CDC, he concentrated on avian and human viruses from various aspects including immunology and vaccine development, viral pathogenesis, and molecular correlates of pathogenicity. He was awarded the Charles C. Shepard Science Award for Scientific Excellence.

Dr. Bright has also worked in the biotechnology industry where he served as the Director of Immunology at Altea Therapeutics. In 2008, Dr. Bright joined PATH as the Scientific Director of the Influenza Vaccine Project in the Vaccine Development Global Program and the Director of the Influenza Vaccine Capacity Building Project in Vietnam. In this role, he provided technical leadership to quicken the development of innovative vaccines.

On April 22, 2020, Dr. Bright who was in charge of the federal agency, overseeing research into a coronavirus vaccine, disclosed that he was forced out of the job after clashing with the administration on coronavirus treatment, questioning the efficacy of an anti-malarial drug favored by the president.

He said that he was transferred to a role with fewer responsibilities at the National Institutes of Health after pushing for a more stringent study of hydroxychloroquine. “Science—not politics or cronyism has to lead the way,” Bright said in the statement. “Science, in service to the health and safety of the American people, must always trump politics.”

He further continued, insisting that he firmly believes his transfer was due to his reluctance to support the government’s investment of billions of dollars given by Congress to address the COVID-19 pandemic and not in drugs, vaccines, and other technologies that lack scientific authenticity.
During a White House coronavirus briefing, President Donald Trump said of Bright, “Never heard of him.” Asked whether Bright was pushed out, Trump said, “Maybe he was, maybe he wasn’t. I don’t know who he is.”

Dr. Bright said that Azar and Kadlec removed him from his post within days of publication of an article about chloroquine because they suspected he was the article’s source. The NIH though offers a differing account of Bright’s employment status. Bright says that he stopped receiving a paycheck on April 20 and has not been assigned any further duties or responsibilities.

NIH Director Francis Collins said last week that Bright has been reassigned as a senior adviser there, though his specific role is “under development.”

“Dr. Bright was transferred to NIH to work on diagnostics testing — critical to combatting COVID-19 — where he has been entrusted to spend upwards of $1 billion to advance that effort,” HHS spokesperson Caitlin Oakley said in a statement to NPR. “We are deeply disappointed that he has not shown up to work on behalf of the American people and lead on this critical endeavor.”

“I believe this transfer was in response to my insistence that the government invest the billions of dollars allocated by Congress to address the Covid-19 pandemic into safe and scientifically vetted solutions, and not in drugs, vaccines and other technologies that lack scientific merit,” Bright said in a lengthy statement issued Wednesday. “I am speaking out because to combat this deadly virus, science –, not politics or cronyism — has to lead the way.
