David Scott Biography

David Scott an American politician and entrepreneur who represented Georgia’s 13th congressional district in the United States House of Representatives since 2003. His district includes Atlanta’s southern fourth ward and much of the city’s southern and western suburbs.

Scott entered a five-way Democratic primary for the seat after Georgia gained an additional district as a consequence of the 2000 census, winning with 53.8 percent of the vote.

In the general election, he defeated Republican Clay Cox with 59 percent of the vote. He’s never faced another race that closes, and he’s been re-elected eight times, including running unopposed in 2004, and 2014 and 2016.

Scott had a district that twisted and weaved its way through parts of nine counties and was barely contiguous in some sections during his first two terms.

Scott developed Dayn-Mark Advertising in 1978, a company that sells billboards and other types of advertising in the Atlanta area (named after his two daughters, Dayna and Marcie).

Alfredia, Scott’s wife, now runs the company. The company owes more than $150,000 in overdue taxes and penalties, according to a report from May 2007.

Scott’s campaigns have paid the company more than $500,000 in office rent, printing, T-shirts, and other services over the course of eight years, from 2002 to the present. He’s also paid tens of thousands of dollars to his wife, two daughters, and son-in-law for campaign duties like fundraising and canvassing.

Scott was one of five Democrats in the House of Representatives who voted to keep selling weaponry to Saudi Arabia and to back the Saudi-led intervention in Yemen.

This vote came the day after the Senate, for the first time in the 45 years since the War Powers Resolution was passed in 1973, came together on December 13th, 2018, and used congressional authority granted by federal law to stop military operations.
