José Manuel Ramos-Horta is an East Timorese leader and has been President of Timor-Leste since May 2022. He served as president of East Timor from 20 May 2007 to 20 May 2012. Previously, Lanos served as Minister of Foreign Affairs. Relations from 2002 to 2006 and Prime Minister from 2006 to 2007. He was awarded the 1996 Nobel Peace Prize, along with Carlos Felipe Jiménez Bello, for his “commitment to justice and peace in the conflict in East Timor”.

Ramos-Horta, founder and former member of Fretilin, served as the exiled spokesman for the defense of East Timor during the Indonesian occupation of East Timor (1975-1999). While Ramos-Horta continued to work with Fretilin, he left the party in 1988 and became an independent candidate.

After East Timor’s independence in 2002, Ramos-Horta was appointed as the country’s first foreign minister. He held this position until June 25, 2006, when he resigned in the middle of the crisis.

On June 26, 2006, Ramos-Horta was appointed Prime Minister by President Xanana Gusmão following the dismissal of Prime Minister Mari Alkatiri.

Two weeks later, on 10 July 2006, Horta was sworn in as the second Prime Minister of East Timor. He was elected President in 2007. On February 11, 2008, Ramos-Horta was shot and killed in an assassination attempt.

Ramos-Horta, who resigned from his post as President in 2012, was appointed as the United Nations Special Representative and Director of the United Nations Integrated Peacebuilding Office in Guinea-Bissau (UNIOGBIS) on 2 January 2013. Timor is in 2022 and is currently serving a second five-year term.
